It is counting the chains yes, but also their jutsu, awakenings, ougi setups, chakra shuriken, etc.

And once again I repeat... it IS counting chains. It is NOT counting the cheap things the characters can do that should be banned in the first place (Dissidia rules almost) Like Hidan's chakra dash into ougi, or rasengan's in the back... etc.

If it counted Gimmicks then Hidan would be top tier :l

Is there like a list of these gimmicks so I can avoid these when I'm up against it? Just asking.

i don't think there is a list of the gimmicks at this point in time but i do believe that combo's into ougi's, and dashes into ougi's are considered gimmicks.
